Moving Forward

A Multnomah County Justice Reinvestment program that combines intensive treatment, wrap-around services, and mentors with community supervision as an alternative to costly prison sentences.

In Multnomah County, Oregon, some people who have been arrested are presented with a unique opportunity to positively shift the direction of their lives. Instead of serving years in prison, theymay qualify and opt for sentencing in the Justice Reinvestment Program (JRP), a second chance to stay in our community.

To help people with a JRP sentence get back on track and overcome the enormous obstacles in their lives, Moving Forward coordinates a supportive team with a comprehensive menu of housing, mentors, employment, and family and treatment services provided alongside parole and probation services. Surrounding people with healthy connections promotes better decision-making, resulting in drug-free and crime-free lives. Moving Forward increases public safety locally and cost effectively, and reduces statewide prison use, the most expensive option for our wallets.

 

Behavioral Health Treatment:

VOA Oregon provides individualized substance abuse and mental health outpatient and residential treatment services to MCJRP participants, as well as pre-releases Treatment Readiness at the Multnomah County Inverness Jail. VOA Oregon treatment services aim to provide culturally-responsive, trauma-informed, and evidence-based services to high-risk and high-need community members, depending on their criminal risk and level of care needs. VOA Oregon outpatient services are provided in conjunction with physical health providers, mental health providers, peer support specialists, SUD counselors, case managers, and intake specialists. We offer curriculums that address the need areas of our high-risk and diverse community members by carefully selecting the highest quality service products for community-based, justice-involved and/or mandated clients. These include Thinking for a Change, Cognitive-Behavioral Therapy, Seeking Safety and Motivational Enhancement Therapy Counterpoint, HEAT, Beyond Trauma, Mindfulness Based Relapse Prevention, Smoking Cessation, and SAMSHA’s Stages of Change.

Moving Forward counselors and mentors provide support to individuals as they work toward their treatment goals. Mentors organize clean and sober events, provide recovery support, attend 12 step meetings with participants and provide crisis management.

Housing and Mentors:

Participants benefit from the support of Recovery Mentors and clean, sober housing at Bridges to Change.

Employment support:

At the SE Works New Start Reentry Resource Center, Reentry Enhancement Coordination (REC) participants can access case management, resume development, master application assistance, subsidized on the job training, work related training certifications and transitional and career track placement services.
