VOA Oregon’s Outpatient Services are appointment-based services. Clients will come to the site for scheduled care, groups, and support services.
There may be some additional traffic related to staff, clients, and visitors. VOA Oregon will consider parking, traffic flow, entrances, signage, and scheduling as part of the transition planning process. There should be limited impact to the neighborhood surrounding the campus as we will use the Glisan Street entrance exclusively, and all parking will be contained on the campus.
VOA Oregon is committed to being a responsible neighbor and will communicate with nearby stakeholders as appropriate.
The new location is at 8435 NE Glisan St. in Portland. Staff will help clients understand transportation options, including public transit, driving directions, parking, and any other available supports.
The new location is served by TriMet bus routes line 19-Glisan and 72-82nd Ave. The nearest MAX Light Rail station is NE 82nd Ave, located 3/4 mile from our new Outpatient facility. It is also 1 mile from the Gateway Transit Center, which offers numerous bus and light rail connections.
Clients who have transportation concerns should speak with their counselor, case manager, or peer mentor as soon as possible so staff can help identify options.
Some schedules may change as part of the transition, especially as room assignments and group schedules are finalized.
VOA Oregon will communicate schedule changes directly to affected clients as early as possible.
Yes. Groups, individual counseling, and other one-on-one services are expected to continue.
Clients will receive information from their counselor, case manager, or peer mentor about where to report for appointments after the move.
There are different building code, licensing, staffing, safety, and operational requirements for outpatient treatment compared to residential treatment.
Residential treatment requires 24/7 operations, sleeping accommodations, residential safety protocols, overnight staffing, food service, medication management, and other infrastructure that is different from outpatient care.
Outpatient services operate differently. Clients come to the site for scheduled services such as individual counseling, group treatment, peer support, case management, and related appointments. They do not live at the site.

VOA Oregon is moving many of its outpatient treatment services and related staff offices to the Jessup University Multnomah Campus. This includes counseling, group treatment, individual appointments, peer support, case management, intake-related services, and staff operations connected to Outpatient Services. The Home Base Recovery (HBR) houses will continue receiving services at 10564 SE Washington St, Portland, OR 97216.
The Jessup University Multnomah Campus offers more space than our current outpatient location and provides an opportunity to expand services in a campus environment that can support clinical operations, staff offices, group treatment, and client-facing services.
The site is also already familiar to VOA Oregon because our Women’s Residential Center previously operated there. VOA Oregon has experience with the campus, the buildings, and the surrounding neighborhood.

This move is an expansion and relocation of services, not a closure. VOA Oregon remains committed to providing outpatient treatment and recovery support services to current and future clients.
