The program was designed to significantly reduce the rates of relapse and recidivism and to increase the rates of job, housing placement, and retention. In addition, the program aims to improve the quality of lives of male offenders and their families and enhance the safety of neighborhoods and communities. The program goals also include:
- reducing systemic barriers and duplication among state and local correctional authorities and community providers serving this population, and
- improving the practice standard for effectively treating young offenders returning to the community from correctional institutions.
