The Residential Support Program (RSP) serves as clean and sober housing for homeless alcohol and drug-addicted clients. The specific clientele is a population of Portland's repeat offenders; that is, clients who are often arrested and/or jailed for minor crimes and fail to show up for their court dates. The site is a 12-bed residential unit where clients sleep and take their meals. Clients are transported four times weekly to Volunteers of America Oregon's Day Treatment Program, an intensive outpatient treatment program. The RSP is a housing program designed to provide for clients while they engage with the outpatient treatment program. Ideally, clients will progress to more independent housing more quickly than other programs and stay engaged in the outpatient component because of this structure.
The level of collaboration RSP maintains with other agencies and local government entities is very high. The Portland Police Bureau oversees the project and has provided integral support in the establishment and maintenance of the RSP. Central City Concern refers clients and will help provide independent housing to which the clients will move upon their successful discharge from RSP. The Multnomah County Department of Justice refers the majority of RSP clients and receives weekly updates on client progress. The efficacy of the RSP depends on open dialogue with a host of partner agencies.
