Day Treatment Program

The Day Treatment Program serves men referred through the Portland Police Bureau Service Coordination Team. The overall goals of the partnership are to stabilize alcohol and mental health issues, address criminality, increase the rates of job and housing placement and retention, and find long-term solutions for this very vulnerable population. Last year, we served 40 participants and will increase this number to 60 participants in 2009-2010.


Volunteers of America, in collaboration with the City of Portland, the Portland Police Bureau, Multnomah County, and an array of community-based agencies has made a commitment to partner to serve the highest-risk individuals who are also the largest users of public resources. 

This innovative and comprehensive project links

  • Law enforcement resources provided by the Portland Police Bureau
  • Supervision provided by Multnomah County
  • Housing through the City of Portland Bureau of Housing and Community Development and Central City Concern
  • Recovery based wrap-around support services provided by an array of community-based agencies
  • Evidence-based substance abuse and mental health treatment and intervention provided by the Volunteers of America Oregon Day Treatment Program.
