Kay D. Toran, President/Chief Executive Officer
As the President and CEO of Volunteers of America Oregon, Kay Toran provides overall leadership and strategic direction for the social services organization, which improves the lives of Oregon’s children, families, and seniors through high-quality services.
Kay joined the organization in July 1999 from the Oregon State Office for Services to Children and Families, Oregon’s child protective services agency, where she served as Director for six years. She previously held the position of Oregon’s Administrator of Purchasing. Under Governor Atiyeh, she served as an assistant and the state’s Director of Affirmative Action.
Kay received her Bachelors degree from the University of Portland and Masters of Social Work degree from Portland State University and currently serves on the Boards of Oregon Community Foundation, Providence Health and Services, and University of Portland Board of Regents.
She has been recognized by the state and other organizations for her service and leadership, including receiving the Astra Award for Excellence from the International Astra Society; the White Rose Award from the March of Dimes; the Urban Pioneer Award from Portland State University, Alumna of the Year from Portland State University, CEO of the Year Award from the Portland Business Journal and Mayor Sam Adams has proclaimed August 19th as a Day of Appreciation for Kay Toran.
Glenn W. Fung, Chief Financial Officer
Joining Volunteers of America Oregon in March 2008, Glenn Fung provides critical financial oversight and counsel in the management of Finance and Accounting, Human Resources, and Information Technology.
Glenn also maintains ongoing relationships with the organization’s CPA firm, its attorneys, insurance brokers, bankers and government agencies and acts as a liaison to the National office of Volunteers of America and to the Board Finance Committee.
Glenn earned a BS in Business Administration from Portland State University and since then, his extensive career background has been focused on providing positive and innovative support to both for-profit and non-profit organizations.
Greg Meenahan, Director of Development & Communications
As the Director of Development & Communications since November 2006, Greg Meenahan oversees all fundraising, public relations and communications for Volunteers of America Oregon.
Greg has worked with non-profit organizations since 1987 and has served in the capacity of an Executive Director or Development Director since 1994. Prior to joining VOAOR, Greg held the position of Development Director at Thomas Edison High School, a specialized school for children with learning difficulties.
Greg received a Bachelor’s degree in English Literature from the University of Michigan and has a background in communications and video production. He currently serves on the Thomas Edison High School board, as well as the board of Opal Creek Ancient Forest Education Center. Greg is a past president of the Willamette Valley Development Officers; a local non-profit membership organization that provides professional development for fundraising professionals.
Laurie Hoyt Huffman, Director – Children & Family and Rehabilitation Outpatient Programs
As the Division Director overseeing both Children & Family and Treatment Services, Laurie Hoyt Huffman has responsibility for strategic program development, leadership and management, and budgeting.
Laurie has management, clinical and research experience in health and social services, and has worked for over 25 years in mental health and addiction treatment settings. Just prior to joining VOA Oregon she managed projects in health care research at Oregon Health & Science University and co-authored eight manuscripts in peer-reviewed medical journals.
Laurie has a Bachelor's degree in Psychology from the University of Michigan and a Master’s degree in Counseling Psychology from the University of Alaska Anchorage. She holds an LPC license and was previously licensed as a Marriage and Family Therapist and certified as a chemical dependency counselor and group psychotherapist. Laurie has completed post-graduate certificate programs in project management, addiction treatment, mediation and biomedical ethics.
Pam Kelly, Director – Public Safety Programs
As Division Director of Volunteers of America Oregon’s Rehabilitation Services, Pam Kelly oversees the management of programs and is responsible for budget, resource and new program development.
Since joining Volunteers of America Oregon in 1995, Pam has been involved in managing several key collaborations involving the Department of Community Justice and community providers. She has used her 20 years of experience to develop the division into one of the leading providers of treatment services for chemical dependency and offender rehabilitation in the state.
Pam has a Bachelors degree in Psychology, a Masters degree in Management and Public Administration, and a Masters degree in Social Work. She completed a post-Masters training and certification program in Marital & Family Therapy and is a certified chemical dependency counselor.
Paul Hickman - Director of Business Enterprise Programs
Paul Hickman joined VOA Oregon in May 2007. As the Division Director of Business Enterprises, Paul is the responsible for the management of the agency’s three social enterprise programs, consisting of Catering for a Cause, Vehicle Donations and the Resale Outlet. Paul also provides leadership and oversight of the Whispering Pines Senior Village, a 62-unit subsidized housing program; along with directing the agency’s Facilities Team which manages a portfolio of nine properties.
Paul holds a Masters degree in Food Service Management from Cornell School of Hotel Administration and has over 20 years experience in retail, restaurant and non-profit operational management. Both Paul and the companies he has led have won many awards for culinary and customer service excellence.
Paul brings both an entrepreneurial and innovative approach to the management and expansion of the agency’s business enterprises.
